An enzyme that in the course of pyrimidine biosynthesis, catalyses the oxidation of dihydro-orotic acid to orotic acid utilizing oxygen as the electron acceptor. This enzyme is a flavoprotein which contains both fad and fmn as well as iron-sulfur centres.
